Welcome to the forum
You know the first thing this made me think of, was the old public baths over here in England that used to be used by the "mass" before indoor plumbing and bathrooms were well established in the country as a whole(which was not until about the 60's or 70's). Before then only the upper classes were able to afford the luxury of anything aside from an old outside toilet.
Most people had an old tin bath they filled up and placed in front of the fire, which was then shared by the whole family on "bath day" (Although I'm sure they changed the water for each person in some cases...in others, sharing the bath was not fun when you were the last in the queue)
Of course...I'm sure there are similar accounts not just pinpointed to England, but it was purely where my mind run off to, whilst reading your post.
Like Deborah, I'm intrigued as to why it upset your mum and whether he said anything else on the subject.
