I'm sad to hear about your fiance. I've recently lost a dear friend of mine, and not the first one either, and I know how it feels. However, I agree with the others, it's most unlikely that your new friend is an incarnation of your fiance. There are various possibilities to explain it though.
1. Scientific view: You are attracted to your new friend because he reminds you so strongly of your former beloved and you 'project' some of his traits. Projection, wish fulfillment and compensation are terms used in psychology to describe various ways that we 'fool ourselves' into seeing something in another person or situation that we want to see.
2. Non-scientific explanation: It's indeed possible that your new friend is part of your soul group, so has a similar 'vibe' about him, which is what drew you together. It's also possible that he may have been the brother (even twin) of your fiance in a previous life. Your fiance may even have 'directed' your new friend to find you, from the other side, so that you would be consoled, even a little, for his loss.
I have a dear friend, W, who I have not known from a past life as far as I know (but I suspect very possibly a future one). He reminds me really strongly of my father who I adored and died about 15 years ago. W is now nearly the same age as my father was when he died (far too young). He has a similar way about him, is always doing cryptic crosswords, and fixing things for people for instance. He has a similar droll, dry wit, certain shyness but gentleness about him, looks like him, laughs like him and sneezes like him. I've known him for 30 years, but never really got close to him until about 5 years ago. 5 years ago, on the 10th anniversary of his death, I made up my mind not to mourn for my father quite so much.
In my dreams I like to think that W and my dad are friends in the next world. They're really quite alike and I'm sure they'd get along like a house on fire. I'm also sure my father would be very glad that W keeps me company these days, laughs at sci-fi shows with me, knows me well enough to cheer me up if I feel a bit wobbly, or be shoulder to cry on without making too much of a fuss about it. I've got someone to do the crossword with again and W has someone who's always happy to see him (and tell him when it's time to get a haircut or clean his shoes if he's getting a bit slovenly.)
